Now I would not be adverse to Parker leaving as regular readers of this blog can testify, but I really don't think it is the place of the England manager to be encouraging Scotty to demand a move to the Premiership. He is paid by and contracted to West Ham United and, as far as I know, as Parker's employers, we are under no obligation to release him for England duty - particularly for completely meaningless friendlies.
In the light of Capello's utterly inappropriate comments, Sullivan should block Parker from joining up with the squad. How can we trust the Italian not to blackmail Parker into moving during the pointless get together after he has said he "hopes" Parker joins a Premiership club?
Get on the phone Sullivan and tell Capello that, instead of Parker, you are sending him a 12 inch Rampant Rabbit with very clear instructions on where to put it!
